isle: Improving WinMain and SetupWindow accuracy (#38)

* fix second Tick call, change loop

* add missing parameter to SetupWindow

* add missing include

* reorganize CreateWindowEx

* reorder cursor assignments

* declare SetupWindow as inline

* fix indent

* WinMain 99%

* minor improvement
