Implement mxdirectx stubs ()

* Implement MxDeviceEnumerate::SupportsMMX

* Implement MxDeviceEnumerate::EnumerateErrorToString

* fixes

* fixes

* Remove STUB from function

* Fix error messages

* Use return type int
