5280b3a01b more group progress, UI getting there, controller mostly done 
changed it so notify moderators goes to the moderators group
allow admins to grant self moderation and revoke self moderation

381e280228 we should not be mixing this in to our serializers 
1. it gives the class broken methods (like cache in production)
2. it conflicts with am serializers
