feat: allow up to 5 joins per tick 
This should make it easier for players to get in at server start.
Generally 8 bots try to join at the same time, making the login process take a long time.

refactor: update configs 
No actual visible changes here since it's just refreshing the configs.
Spam exclusions and replace commands were never actually used, they're only being blanked out for clarity.

fix: disable spark 
It's not very useful for a server like kaboom and there's
too many commands we'd need to block.
