Implement LegoCarRaceActor::VTable0x70 and VTable0x1c ()

* Implement/match `LegoCarRaceActor::VTable0x70`

* Add BETA10 annotations

* Start with VTable0x9c, fix data type

* basic BETA10 code completion

* small fix
