disable registration for forgejo again due to spam #10

The intention was not to be invincible to spam bots*, but rather to clean them up manually more often from now on.
As for spam affecting users, said users can just... avoid looking at spam profiles / going to links if they absolutely have to. In the end I don't think words/images on the internet are unironically serious business by any means, and the latter can only be encountered by nearly deliberately visiting of spam links anyway.
Note that I may write a script to delete users by user id ranges to make spam cleanup easier in the future.
* I have thought of, and perhaps in the future might, patch(ing) Forgejo to detect spammers via heuristics

oh and if you're very concerned about network blocks i can reconsider, however generally speaking i'd rather not comply with entities trying to block access to (i.e. censor) websites, in favor of encouraging users to circumvent blocks instead

(late edit: this aged poorly as spambots started registering too quickly for me to reasonably clean them later, however automated filtering helped a lot; see #9 !)
