chore: update README to include external tool links and comply with third-party licenses 
- Added download links for 7-Zip, Git, and TortoiseSVN in the README
- Removed mention of bundled binaries to comply with LGPL and GPL licensing requirements
- Provided instructions for manual installation of external build tools
