0e191e0f1c Fix packet error 
Fixes "BAD PACKET ID" from being thrown whenever this.action == 1 as per [mc-dev](https://github.com/Bukkit/mc-dev/blob/master/net/minecraft/server/Packet207SetScoreboardScore.java#L32-L35).
